In accordance with the decree of the President of the Republic of Tatarstan, a world-class scientific and educational center was established in the Republic. This form of joint work of Federal universities and research institutions with enterprises is provided by the Russian Government resolution "On measures of state support for world-class scientific and educational centers based on the integration of Higher education organizations and scientific organizations and their cooperation with organizations operating in the real sector of the economy".

The Scientific - Educational Center (SEC) includes Federal universities of Tatarstan, including KNRTU, the Academy of Sciences of the Republic of Tatarstan, Federal Research Center “Kazan Scientific Center of the Russian Academy of Sciences”, and also leading petrochemical companies. The organizational and technical support of the new center's supervisory board and coordination of its work is assigned to OJSC “Tatneftehiminvest-holding”.

The Ministry of education and science of the Republic of Tatarstan and “Tatneftehiminvest-holding” will jointly prepare required documents for organizing the SEC's work.

Minimum 15 scientific and educational centers should start operating in Russia by the end of 2021. Their operation is to be financed by grants from the state budget.
