«Dear international students! We ask you to follow the measures for prevention of the spread of COVID-19 and, at the first signs of fatigue or cold-like symptoms, report your condition to the University professors.

We also inform you that during the period of restrictive measures in connection with the spread of coronavirus, the Ministry of Internal Affairs of Russia will allow all foreign citizens who arrived in Russia to extend the validity of their visa or stay in the country (for those who did not require a visa). This decision was made in connection with the spread ofthe COVID-19, as well as in order to ensure the enforcement of citizens' rights and freedoms.

In order to extend the permitted period of stay in Russia, foreign citizens must personally apply at the Department of Internal Affairs of the Republic of Tatarstan at the following address: Kazan, 63A Milya street.

We also remind you that on March 30, in the Republic of Tatarstan the so-called self-isolation regime was introduced for the entire population by the Decree of the Cabinet of Ministers No. 234. You can only move around the city to the nearest grocery store, pharmacy, for dog walking (no further than 100 m) and to take out garbage.

On the night of April 1, 2020, a new system of special permits for movement during the restriction period was launched. You can get permission in the following cases:

1. Court visit.

2. Bringing under-aged children to an educational organization.

3. Visitinga medical or veterinary organization.

4. Attending funerals.

5. Receiving or reissuing of a passport.

6. A trip to the countryhouse.

7. Visiting the post office and credit organizations.

8. Delivery of medicines, food and necessities to the sick or disabled relatives to provide them with assistance.

9. Changingthe place of residence.

To activate the permission, you need to send a free SMS message to the number 2590 with the following text: REGISTRATION#Last name First Name # passport series and number#address of the actual place of residence#I agree to the processing of personal data (this message must be filled in Russian)/ For example, РЕГИСТРАЦИЯ#Иванов Иван Иванович#92199632506#Казань Нигматуллина 5 квартира 9#Согласен(а) на обработку персональных данных.

Then send a second SMS message to the number 2590 with the text "PURPOSE" and specify the purpose of movement (a number from 1 to 9). You also have to do it in Russian. For example, ЦЕЛЬ 1.

Remember, the main goal right now is not to get sick! We also remind you that the self-isolation regime is necessary in order to reduce the number of contacts and stop the spread of the infection. Now it is not the time for walking in parks, barbeque and meetings with friends!
